The Hon. Toni Rose (TX)

State Representative Toni Rose is serving her sixth term in the Texas House of Representatives, representing District 110, which includes Oak Cliff, Pleasant Grove, and Balch Springs in Dallas County. A proud alumna of Paul Quinn College, she has built her legislative career around mental health reform, affordable healthcare access, and criminal justice improvements, earning recognition as one of Texas Monthly’s “10 Best Legislators” and the Texas Tribune’s most influential woman in the House.

In leadership roles across key committees, Representative Rose serves as Vice Chair of the Article II Appropriations Subcommittee, Calendars, and Human Services committees, and sits on both the Redistricting Committee and the new Select Committee on Health Care Reform. Through her appropriations work, she has championed free breakfast programs for qualifying students, expanded re‑entry services for formerly incarcerated individuals, and boosted funding for community health collaboratives serving the homeless.

Her healthcare achievements include extending postpartum pregnancy benefits from two to twelve months, enhancing medical education and treatment for sickle cell disease, and facilitating the expansion of Prescribed Pediatric Extended Care Centers for medically complex children. She also secured resources for the Texas Behavioral Health Center at UT Southwestern and helped establish Dallas County’s senior transportation program for health and wellness events.

Beyond her legislative duties, Representative Rose is Financial Secretary of the National Black Caucus of State Legislators and Deputy Whip of the Texas House Democratic Caucus. An active member of numerous civic and professional organizations—including the NAACP Dallas Branch, League of Women Voters, and Delta Sigma Theta—she previously held leadership positions in the Texas House Democratic Campaign Committee and NOBEL Women. Representative Rose continues to champion the needs of District 110 and drive positive change across Texas.
